Animation measurement record

Fixture P30: record builder, not a performance measurement. Values remain unknown until supplied.

1. Read the initial null value and refresh rate.
2. Select Layout count and enter 12 and 120. Inspect count units and the stated refresh rate.
3. Clear the value. It must return to null, not zero.
4. Reset; verify the default metric, blank inputs and focus on Metric.
